§ Whether Prison Service contracts with other agencies running young offender institutions contain checks on the use of strip search and physical restraint procedures. [HL3217]
§ Baroness Scotland of Asthal: All but one young offender institutions are run by HM Prison Service; HMYOI Ashfield is privately managed. Other establishments, including other privately managed prisons, accommodate young adult offenders as a proportion of their population. All establishments holding young adult offenders, including those which are privately managed, are subject to the Young 27WA Offender Institution Rules 2000, of which Rule 42 covers searching and Rule 52 covers restraints. All of these establishments keep records on the use of strip search procedures and physical restraint procedures.
