Lord Berkeley asked Her Majesty's Government:

Whether occurrences of fatal accidents are amongst the criteria for the installation of speed cameras at a particular accident location; and, if so, what number of such accidents warrants the installation of a speed camera. [HL3344]

Lord Davies of Oldham:

The rules for the safety camera cost recovery scheme require partnerships to use the guideline of four accidents resulting in people being killed or seriously injured over the previous three years at sites they propose to enforce using cameras.
