To ask the Secretary of State for Culture, Media and Sport under what powers the TV Licensing Authority is permitted to demand access to people's homes to check whether or not they possess a television; and if she will make a statement. [179058]

TV Licensing officers may enter a person's home only with their consent or under a warrant issued under section 366 of the Communications Act 2003 by a justice of the peace, or, in Scotland, a sheriff. Such a warrant may be issued only if there are reasonable grounds for believing that an offence related to the installation or use of a television receiver has been or is being committed.
