To ask the Deputy Prime Minister if he will make a statement on his Department's policy towards upward-only rent reviews in contracts between tenants and pub companies. [178303]

The Office of the Deputy Prime Minister and the Welsh Assembly Government have issued a consultation paper entitled: "Commercial property leases: options for deterring or outlawing the use of upward only rent review clauses". A copy has been made available in the Library of the House. The paper acknowledges that upward only rent reviews (UORRs) are a source of grievance to many in the business community. It explores whether any action is necessary, and considers a number of options for legislating against UORRs. The paper invites comments on the merits of each option—by 30 September 2004.
