§ Mr. CabornThe medal was issued to serving members of the Armed Forces and Royal Fleet Auxiliary and to the "999" emergency services. Eligibility is restricted to those who completed a minimum of five years' reckonable service on 6 February 2002£the 50th anniversary of the Queen's Accession. This was announced on 4 December 2001.
The announcement to extend the award to holders of the Victoria Cross and the George Cross was made on 29 April 2003.
