asked Her Majesty's Government:
Whether, in respect of the 2004 budgets for Cross-Border Implementation Bodies, is it possible for a body to receive up to a 40 per cent increase on its 2003 budget under the policy of care and maintenance; and if so, on what basis. [HL2749]

It is possible for a body to receive an increase in its 2003 budget provided it relates to the continuation of policies and activities clearly agreed in the North/South Ministerial Council.
