§ Mr. RammellWe are conscious of the importance to Kuwait of its entitlement to compensation approved by the United Nations Compensation Commission (UNCC) for the huge losses occasioned by the Iraqi occupation. Under UN Security Council Resolution 1483, Iraqi payments to the UNCC Compensation Fund can be changed only by a decision of a sovereign Iraqi government and of the UNCC Governing Council.
