§ The Parliamentary Under-Secretary of State, Department of Health (Lord Warner)There is unlikely to be any borrowing by National Health Service foundation trusts from non-government sources during 2004–05 for capital investment purposes although there may be some for working capital. However, this is a matter for the Office of the Independent Regulator of NHS Foundation Trusts.
