§ Mr. Hutton[holding answer 21 July 2004]: I am informed by the chairman of the independent regulator that, in respect of the first 20 national health service 894W foundation trusts authorised to date, the average turnout in elections of public voters and patient voters was 52 per cent. and 27 per cent. respectively.
