§ Mr. BoatengChanges in the Welsh and Scottish Blocks are determined through the Barnett formula, details of which were published in the Statement of Funding Policy in July 2002. The Barnett formula provides the devolved Administrations with aggregate increases reflecting a population share of overall increases in UK Government Departments' provision.
