§ Mr. CabornClause 16(6)b of the Bill provides that Levy Board assets may be transferred to a third party only where the Secretary of State is satisfied that they would be used for one of the following purposes: the improvement of breeds of horses; the advancement or encouragement of veterinary science or veterinary education; the improvement of horse racing.
