§ Mr. Hoyle
To ask the Secretary of State for Transport what assessment he has made of the merits of introduction of insurance discs. [148221]

§ Dr. Howells
The Government have commissioned an independent review, by Professor David Greenaway, of the UK motor insurance system with a particular focus on uninsured driving. The review will include an assessment of the merits of the introduction of insurance discs. Professor David Greenaway is expected to report in April and we will study carefully his recommendations.
