To ask the Secretary of State for Transport if he will bring forward proposals not to penalise motorists guilty of speeding with penalty points on their driving licences when it is a first offence. [146991]

Speeding is a serious threat to road safety which can result in death and serious injury. We see no reason to distinguish between first and subsequent offences.
