Mr. Hoban

To ask the Secretary of State for Education and Skills if he will list for each local education authority the financial support for education that remains to be transferred under the changes to local government funding announced last year; and when he expects this process to be completed. [144905]

The Government introduced a new funding formula for local authorities in 2003—04. Floors and ceilings have been used on both the calculation of education Formula Spending Shares and Revenue Support Grant to phase in the new formula. This means that some authorities receive funding allocations above the level of the new formula and some receive funding allocations below the level of the new formula. The Government expect floors and ceilings to continue for as long as they are necessary. We have also said that we expect the Schools Formula Spending Share floor to be at least 5 per cent. per pupil in 2005–06.

The amount of damping through floors and ceilings on the Education Formula Spending Share for each local education authority is shown as follows:
