To ask the Secretary of State for Health (1) what assessment he has made of the impact population growth will have on East London primary care trusts reaching their capitation funding targets in the current three year funding period to 2005–06; and whether there will be adjustments to national resource allocation policy to recognise population growth; [146411]

(2) whether additional health funding provided to meet population growth will be provided in advance of population increases. [146412]

An assessment of the impact on capitation funding targets for primary care trusts in East London has been made using population projections produced by the Greater London Authority.

We are considering whether further analysis is needed and whether additional funding is necessary to meet the health needs of rapidly growing populations in these areas.
