§ Dr. LadymanThe unused £3.3 million capital was not directly transferred from the Learning Disability Development Fund to another project. It contributed to the overall budget available for other capital projects, which were delivered in 2002–03 but which did not have funding set aside for them at the start of the year. An example of a project funded in this way was the refurbishment of psychiatric wards.
