To ask the Secretary of State for Transport how many convictions there have been in each of the last five years for contraventions of(a) section 51, (b) section 56, (c) section 58, (d) section 60, (e) section 66, (f) section 67 and (g) section 71 of the New Roads and Street Works Act 1991; and what the (i) maximum and (ii) average fines were imposed for each category of offence. Comprehensive information is not held centrally on the number of offences or level of fines. Based on information collected by local authorities, the Regulatory Impact Assessment for the Traffic Management Bill showed that the number of prosecutions under the 1991 Act has been small, less than 200 over the 10 years since the Act came into force, and that the average fine has been less than half the maximum permitted, the latter being £1,000 for all the categories listed.
