§ Alun MichaelThe Secretary of State set out the Government's initial response to Lord Haskins' Review of Rural Delivery in November 2003. She said that she hoped to publish a detailed implementation plan for the proposals in the spring. The work being undertaken to develop that plan includes consideration of the detailed legal implications of the proposals, and changes to legislation will need to be addressed as part of the implementation plan.
