§ Mrs. McGuire[holding answer 11 December 2003]: The arrangements for funding the Scottish Parliament are set out in the Statement of Funding Policy, which was first published by the Treasury in 1999. Revised Statements were published in 2000 and 2002. Information on the operation of the Barnett formula prior to 1999 is contained in the second report of the Treasury Committee for 1997–98, on the Barnett formula.
