The Government provides guidance to local authorities on the setting of local speed limits. The guidance on 20 mph zones and 20 mph speed limits is contained in Circular Roads 05/99. That on other speed limits is in Circular Roads 1/93. Copies of both may be found in the House of Commons Library and on the DfT website.
