To ask the Secretary of State for Transport pursuant to the answer of 1 April 2004, Official Report, column 1571W, on Electronic Vehicle Licensing System, when the Electronic Vehicle Licensing System will be implemented for cars over 3-years-old; and what the completion date for the full scheme is. The electronic system for vehicles over 3-years-old will require a link between DVLA and the new MOT computer system. This should be fully available by early 2006.
