Further to the Written Answer by the Lord President on 25 March (WA 106), whether it would be open to the Butler inquiry within its terms of reference to have regard to the instruction given by the Government to the Attorney-General, and the Attorney-General's advice on the legality of the invasion of Iraq. As has repeatedly been made clear, it is for Lord Butler to determine within the terms of reference set out by my right honourable friend the Foreign Secretary (Mr Straw), the conduct of the review and the scope of his report.
