To ask the Chancellor of the Exchequer what the expected cost to the National Insurance Fund in 2003–04 of reductions in contributions by employers to compensate them for the cost of environmental taxes. [164999]

In 2003–04 the climate change levy is expected to raise £0.8 billion. The deduction in contributions to the National Insurance Fund for 2003–04 to Compensate for the Climate Change levy is around £1.2 billion.

In 2003–04 the aggregates levy is expected to raise £0.3 billion. The deduction in contributions to the National Insurance Fund for 2003–04 to Compensate for the aggregates levy is around £0.4 billion.

It is not possible to calculate the effect of the reduction in employer NICs in respect of landfill tax due to the structural changes to secondary NICs in 1999.
