To ask the Secretary of State for Foreign and Commonwealth Affairs what discussions(a) he and (b) members of his Department have had in 2003 with representatives of the Russian Government concerning the security situation in (i) Ingushetia and (ii) North Ossetia—Alania; and if he will make a statement. We regularly discuss the security situation in the North Caucasus, including Ingushetia and North Ossetia, with representatives of the Russian Government, e.g. at the annual human rights talks at senior official level in March 2003.

We remain concerned about the security and human rights situation in Chechnya and the surrounding republics. We have noted with concern recent bombings throughout the North Caucasus, including the bombings in Mozdok, North Ossetia, and most recently of the Federal Security Service headquarters in Magas, Ingushetia. We also monitor carefully the humanitarian and security situation of Internally Displaced People in the North Caucasus, particularly those in tent camps in Ingushetia.
