My Department has issued no recent guidance to electoral registration officers (EROs) on this subject. I am aware, however, that the independent Electoral Commission issued advice to EROs on 22 July 2003 which, while recognising the independence and responsibility of individual EROs, set out the 810W Commission's view that additional material unrelated to electoral issues should not be included with registration forms.
