What services SchlumbergerSema provides for the Department for Environment, Food and Rural Affairs. [HL4914]

Lord Whitty

The department has a framework arrangement, which is also used by the Rural Payments Agency, with SchlumbergerSema for the provision of consultancy services which may include an element of systems integration where appropriate.

Whether the fees paid to SchlumbergerSema by government departments and agencies are shown in any public accounts; and, if so, where they are recorded. [HL4965]

Government departments and agencies produce their accounts under the principles set out in the resource accounting manual, which is based on UK generally accepted accounting practice. They are not required to show amounts paid to individual suppliers in resource accounts, nor are the amounts recorded in any other public account.

The Office of Government Commerce does not hold centrally details of contracts awarded by government departments and agencies for the provision of services or for the collection of data. This information could only be obtained from individual departments and agencies and they would need to consider the ability to supply such information in consideration of guidance on disproportionate costs.
