As the Secretary of State for Northern Ireland made clear to the House in the debate on the Northern Ireland (Monitoring Commission etc.) Bill, 17 September 2003,Official Report, column 901, we are working hard to rebuild trust and confidence necessary for elections to the Assembly, and the restoration of devolved institutions, as soon as possible.
