HC Deb 07 October 2003 vol 411 c21W
Miss McIntosh:

To ask the Secretary of State for Defence what plans there are to extend ex gratia compensation payments to Far East British civilian survivors of the Second World War who cannot prove a bloodlink; and if he will make a statement. [131361]

Mr. Caplin:

The eligibility criterion for the ex gratia payment scheme requires that Civilian Internees of the Japanese during the Second World War were British subjects who had been born or had a parent or grandparent born in the United Kingdom. This criterion has been thoroughly examined by the courts, including the Court of Appeal, and confirmed.
