HC Deb 20 November 2003 vol 413 c1331W
Ian Stewart

To ask the Chancellor of the Exchequer what the estimated(a) national insurance contributions and (b) tax revenues would be of the 50,000 seasonal agricultural workers recommended by the Curry Report over their period of employment. [140190]

Dawn Primarolo

People working under the Seasonal Agricultural Workers Scheme are entitled to earn up to the single personal allowance tax free. Most are students engaged during their vacation periods and this is sufficient to remove them from any UK tax liability. SAWS students are not EU nationals and the majority are engaged in agricultural or similar courses in their home countries. This means there is no National Insurance liability for the first 52 weeks of their stay in the UK. It is therefore unlikely that there would be any additional tax or NICs revenue arising from proposals to increase the number of SAWS students.
