To ask the Secretary of State for Foreign and Commonwealth Affairs pursuant to his answer to the hon. Member for Ayr (Sandra Osborne) of 30 June 2003,Official Report, column 64W, what reports he has received of what was said by President Uribe of Colombia in his meeting with NGOs on 11 June; and what his assessment is of the significance of the President's comments. We saw various press reports and received the views of the NGO community at the time of President Uribe's comments of 11 June. We do not believe it productive to enter into a public debate on these comments. It is more important to continue to underline the need for the Colombian Government to implement their commitments as set out in the London Declaration concerning respect for the rule of law, human rights and international humanitarian law when tackling the problems it faces. I made this point when 1 met the Colombian Foreign Minister in New York on 23 September 2003.
