§ Mr. JamiesonSection 58 of the Goods Vehicles (Licensing of Operators) Act 1995 defines a transport manager as
an individual who is in, or is engaged to enter into, the employment of the holder of a standard licence who, either alone or jointly with one or more other persons, has continuous and effective responsibility for the management of the transport operations of the business".This complies with the requirements of EU Directive 96/26/EC in respect of transport managers.
It is for the statutorily independent traffic commissioners who administer the goods operator licensing system to interpret the law and to satisfy themselves that transport managers meet its requirements.
