§ Mr. MorleyThe Government do not intend to make retrospective payments to farmers for the collection and disposal of fallen stock between May and August and there is no reason to do so. The proposed subscription scheme is not an essential requirement of the Animal By-Products Regulation but a facility to help reduce costs. Participation is voluntary and the scheme is dependent on a minimum take up of 50 per cent. of holdings.
