To ask the Secretary of State for the Home Department with reference to his letter to the right hon. Member for Manchester, Gorton of 7 April 2003 about the letter from the right hon. Member of 27 September 2002, with regard to Mr.Winston Frank Tracey, why he has not yet replied to that letter. [113440]
