This is because several systems cover different groups of taxpayers and an overpayment may not arise until an Income Tax liability has been established. How overpayments and potential repayments are identified and dealt with will depend on the group of taxpayers being considered. For example different procedures apply for employees and for Self Assessment taxpayers.
