§ Mr. IngramLead responsibility for counter-terrorism and civil contingency planning in the United Kingdom rests with the Home Office. Along with many other Government Departments and Agencies, the Ministry of Defence provides support to that planning, drawing upon a wide range of relevant scientific and military expertise. Scientific research funded from the Defence budget supports the development of a number of military capabilities applicable to counter-terrorism,448W as described in "The Strategic Defence Review: A New Chapter" (Command 5566) presented to Parliament on 18 July 2002.
