To ask the Secretary of State for Education and Skills when he will publish the Overarching Strategy for Children and Young People. [101419]

[holding answer 7 March 2003]The Government is determined to improve outcomes for all children and young people, wherever they live, whatever their background. We will publish an overarching strategy later this year, setting out the nation's vision for children and young people, the outcomes that we want to see them achieve, and what needs to happen to make this vision a reality.

The strategy will be closely linked with the forthcoming green paper, which will identify options for improving services for children at risk.
