§ Nigel GriffithsThe Office of Civil Nuclear Security (OCNS), which regulates security in the UK civil nuclear industry in order to protect against threats of terrorism and nuclear proliferation, has an operating budget of £1.9 million for the financial year 2002–03.
DTIhas paid the UK's assessed contribution to the Regular Budget of the International Atomic Energy Agency (IAEA) for 2003 of £8.02 million. Many, but not all, of the IAEA's activities funded from the Regular Budget are directly related to non-proliferation.
The IAEA also benefits from the UK Support Programme to IAEA safeguards. In the financial year 2001–02, expenditure on this programme totalled £722,000. In addition, £80,000 was also provided to support IAEA travel and subsistence costs associated with this programme e.g. to enable IA EA staff to attend training courses in the UK. In addition, from time to time the UK makes voluntary contributions to the IAEA in support of non-proliferation, safety and security and other activities carried out by the Agency.
The European Communities budget adopted for 2002 includes total payments in respect of European Commission spending on the operational aspects of its application of Euratom safeguards (e.g. inspection and training activities, the purchase, installation and maintenance of safeguards equipment, and laboratories for the analysis of safeguards samples) of 17.6 million Euros. The UK share of these commitments was 19.36 per cent., amounting to slightly less than £2.1 million.
