§ Ms Rosie WintertonI am pleased to say that we have already begun preparing a draft Mental Incapacity Bill for publication when all the necessary work is complete. This will be based upon our Policy Statement 'Making Decisions'. I regard this as an extremely positive and important step forward in the area of mental incapacity.
