HL Deb 24 June 2003 vol 650 c7WA
Lord Laird

asked Her Majesty's Government:

Further to the Written Answer by the Lord Privy Seal on 13 January (WA 1) concerning the financial year for the Ulster-Scots Agency, what they meant by "underspend of funds remaining at 31 March is surrendered to the Department of Finance and Personnel". [HL3181]

The Lord President of the Council (Lord Williams of Mostyn)

An underspend in budget at the end of the financial year no longer belongs to the particular department as the funds have not been spent within the financial year to which they were attributed. Therefore all underspend of funds at the end of the financial year must be surrendered to the Department of Finance and Personnel (DFP).
