The Secretary of State for the Home Department has an overarching role in monitoring progress against the UK drug strategy, taking account of the distinctive substance misuse strategies in the other countries of the UK. The Scottish Executive is responsible for setting the direction of the drug strategy in Scotland and monitoring its progress.

The Scottish Drugs Enforcement Agency (SDEA) maintains regular contact with officials in the Home Office and other relevant Whitehall Departments.
