§ Mr. MacShaneWe regularly raise the issue of Chechnya with the Russian authorities both in our bilateral dialogue and through the EU. As recent suicide bombings show, Russia faces a serious security problem in the region. However, we continue to stress that operations in Chechnya must respect human rights and the rule of law.
