asked Her Majesty's Government:

What is their estimate of the costs of headquarters and infrastructure directly and indirectly related to the staff that are included within management costs which have been excluded from National Health Service management costs for each of the last three years ended 31 March 2003; and [HL3035]

What is their estimate of the costs that have been excluded from the definition of management costs for 2001–02 and 2002–03 for each of the following:

  1. (a) clinical excellence;
  2. (b) shared services;
  3. (c) health informatics services;
  4. (d) national booked admissions services pilots;
  5. (e) NHS Direct; and
  6. (f) NHS Beacons; and [HL3036]

What is their estimate of the costs that have been excluded from the definition of management costs for 2001–02 and 2002–03 for each of the following:

  1. (a) central funding for NHS LIFT;
  2. (b) development support and central funding for Health Action Zone evaluation;
  3. (c) central funding for Primary Care Act pilots;
  4. (d) counter fraud operation service;
  5. (e) NHS Walk-In Centre pilots;
  6. (f) pay modernisation implementation; and
  7. (g) salary costs that have been paid for from capital; and [HL3037]

How many staff have been excluded from the calculations of management costs for 2001–02 and 2002–03 on the basis that their salaries fell below the "salary threshold". [HL3038]
