To ask the Secretary of State for Wales pursuant to his answer of 20 May 2003,Official Report, columns 720–21W, on digital broadcasting, what the membership is of the Spectrum Planning Group: and what professional qualifications the members have. [116796]

Membership of the Spectrum Planning Group comprises those organisations responsible for spectrum planning and co-ordination in the UK. This includes representatives from the ITC, BBC, Radiocommunications Agency, DCMS and DTI. It also includes, as sub-contractors working for the ITC, NTL and Crown Castle. The Digital Network (the digital terrestrial broadcasters) are also represented as observers.

As membership is conferred upon organisations and not individuals, it is for those organisations to decide on the necessary qualifications of those who represent them.
