asked Her Majesty's Government:

What arrangements they are making, together with the United States, to estimate the number of civilians killed, and the number of civilians wounded, as the result of military action since the beginning of the most recent war in Iraq; and how soon they expect to be able to publish such estimates. We have no means of ascertaining the numbers of civilian lives lost or injured during decisive military operations in Iraq, and have therefore made no such estimate, although we did make every effort to minimise civilian casualties.
