§ Sue DoughtyTo ask the Secretary of State for Environment, Food and Rural Affairs what discussions her Department has had with her European counterparts since April 2002 on removing European Union obstacles to the ban on live exports and their402W of State has issued a Code of Practice under section 34(7) of the 1990 Act, providing practical guidance on how to discharge this duty of care.
The provisions of the 1990 Act mentioned above apply to household, industrial and commercial waste—collectively defined as "controlled waste". Material containing Japanese knotweed is treated as controlled waste to help prevent its further spread.
No specific obligation is placed on local authorities under these controls to dispose of invasive weeds more generally as waste.
