§ John HealeyWe have made no specific assessment of the effects of fuel duty on low-income families in rural areas. As with all families, they will have benefited from the effective duty reduction on ultra low sulphur petrol and diesel in Budget 2001, and the duty freeze on other oils in that Budget, and on all oils in Budget 2002.
