§ Mr. BoatengSpending is monitored by the Treasury. The End Year Flexibility (EYF) system allows Departments to carry forward unspent budgets within departmental expenditure limits. Departments' EYF entitlements are published every year in the Public Expenditure Outturn White Paper. Departmental allocations in the Spending Review take account of all relevant factors.
