asked Her Majesty's Government:

Whether they consider that the claim of the Northern Ireland Human Rights Commission to "be independent from every organisation" in its annual report for 2002 is consistent with the number of members who are also members of the Committee for the Administration of Justice appointed to the Commission in 1995. The Chief Commissioner of the Northern Ireland Human Rights Commission wrote to the noble Lord on 29 March 2001 answering the same points which he has raised in another Parliamentary Question (HL530). I would like to refer the noble Lord to the answer provided in Brice Dickson's letter.

In what cases and on what dates the Parliamentary Commissioner for Complaints has made findings of maladministration regarding the Northern Ireland Human Rights Commission. [HL629]

Lord Williams of Mostyn

The Parliamentary Commissioner for Administration has not made any findings of maladministration regarding the Northern Ireland Human Rights Commission. In one case the commissioner declined to investigate a complaint but regarded a consolatory payment of £50 a reasonable redress because of the commission's delay in responding to the complainant's correspondence.
