§ Lord Sainsbury of TurvilleThere was no dependency between the two measures and therefore no particular need to bring them into force at the same time. The export control amendment occurred earlier due to the fact that routine amending regulation was pending in July and was hence readily available as a vehicle for introducing export control upon americium.
