To ask the Deputy Prime Minister whether ministerial guidance to the Boundary Committee acting under the proposed Regional Assemblies Act will allow for the creation of unitary authorities with a population of less than(a) 100,000 and (b) 50,000. [88969]

Mr. Leslie

It will be for the Boundary Committee to decide on the size and number of unitary authorities it recommends in a local government review, having regard to any Guidance issued. The draft of the Guidance, on which the Office of the Deputy Prime Minister is currently consulting, indicates that in the Government's view the Boundary Committee will need to consider the impact of size on the organisational and managerial capacity of an authority in the context of the most appropriate unitary authorities for an area being those best able to deliver quality services and effective community leadership.
